The Council of Asper was an organization made up of members from every animal kingdom. They were late to take action against the Green Flame, and most of the kingdoms were decimated by the war until the Rats managed to defeat the undead army at Periclave.
The Mice lost their seat on the council because of their treachery during the war; they tried to surrender and reveal the weaknesses of the other kingdoms' fortresses, but were nearly wiped out by the Green Flame regardless.
